What is a Public Grievance?
A public grievance is a complaint about inaction, delay, improper service delivery, corruption, or misconduct by a government department or official.
Note: RTI is for seeking information; grievance redressal is for seeking action/correction of a problem.
CPGRAMS - Centralized Public Grievance Redress and Monitoring System
CPGRAMS is the central government's online platform for filing and tracking public grievances against central government departments, PSUs, and other authorities.
Key Features of CPGRAMS:
- Website: pgportal.gov.in
- Free Service: No fee for filing grievance
- Trackable: Get registration number for tracking
- Timeline: Departments must resolve within 30-45 days
- Feedback: Can provide feedback on resolution
- Appeal: If unsatisfied, can appeal to higher authority
How to File Grievance on CPGRAMS
- Visit pgportal.gov.in
- Click "Register Your Grievance"
- Enter personal details (name, address, mobile, email)
- Select the concerned ministry/department
- Write clear description of grievance
- Upload supporting documents (if any)
- Submit and note registration number
Important: CPGRAMS is for CENTRAL government grievances only. For state government grievances, use respective state portals.
Types of Grievances Suitable for CPGRAMS
- Delayed pension or salary
- Non-receipt of government scheme benefits
- Delay in passport, Aadhaar, PAN, or other document issuance
- Complaints about PSU services (railways, postal, telecom, etc.)
- Corruption or misconduct complaints
- Citizen service quality issues

Other Grievance Redressal Mechanisms
1. Departmental Grievance Officers
Every government department has a designated Public Grievance Officer. Contact details available on department website.
2. Lokayukta / Upa-Lokayukta
Each state has a Lokayukta (Ombudsman) for complaints against state government officials for corruption and maladministration.
3. Central Vigilance Commission (CVC)
For corruption complaints against central government officials. Website: cvc.nic.in
4. Chief Minister's Helpline
Many states have CM helpline numbers (e.g., 1076, 1100, 181) for grievance registration.
5. National Human Rights Commission (NHRC)
For complaints about human rights violations by public authorities.
6. Consumer Forums
If you have paid for a service and it is deficient, file consumer complaint before Consumer Court.
What to Do If Grievance is Not Resolved
- Use escalation/appeal option on CPGRAMS
- File RTI asking for reasons for delay and action taken
- Approach Lokayukta for state government grievances
- Approach Central Vigilance Commission for corruption
- File writ petition before High Court
