What is a Citizen's Charter?

A Citizen's Charter is a document that outlines the services provided by a public authority, the quality standards, timeline for delivery, and grievance redressal mechanism. It is a commitment to transparent and accountable service delivery.

Legal Basis: Section 4(1)(m) of RTI Act requires public authorities to publish a Citizen's Charter.

If Service is Delayed/Denied: First approach the department's Grievance Officer. If unsatisfied, use CPGRAMS or file RTI to get reasons for delay.

  2. Contact the designated Public Grievance Officer
  3. File complaint on CPGRAMS (for central services)
  4. File RTI asking for reasons for delay and action taken
  5. Approach Lokayukta or Ombudsman if available
  6. File writ petition before High Court for persistent inaction
